ccTLD Constituency Statement to ICANN on Best Practice

8 March 2000, Cairo, Egypt

To the Board of ICANN

The ccTLD Constituency held a meeting on Tuesday, 7 March 2000. The meeting considered Best Practice for ccTLD Managers and Delegation and Re-delegation of ccTLDs.

The meeting noted the six documents that had been circulated on Best Practice and ccTLD Delegation and Re-delegation - those from CENTR, IATLD, GAC, IPC, John Klensin and the New Zealand registry (Jim Higgins).

The meeting agreed that it was not possible at this time to reconcile the major differences in principles that informed each of these documents, and agreed that it could not, in the time available, arrive at a consensus document for consideration by the ICANN Board.

The meeting decided that the ccTLD Constituency would undertake to provide to ICANN, documents on Best Practice for ccTLD Managers and ccTLD Delegation and Re-delegation for discussion by the ICANN Board at its meeting in Yokohama in July, 2000. The meeting decided that the ccTLD Constituency Administration Committee would appoint a drafting committee to work on the preparation of these documents.

The meeting was attended by over 80 persons, including representatives of at least 50 ccTLD managers.

On behalf of the ccTLD Constituency meeting held 7 March 2000,

Dennis Jennings & Kilnam Chon
Co-Chairs of the ccTLD Constituency
