Proposal for ccTLD Name Server Training

  1. Objectives and Goal

    The main objectives are

    • · To help educate ccTLD staff to operate Name Server in an efficient and stable manner.
    • · To bring ccTLD staff up to date on current technology and issues related to them both technically and administratively.

      Our goal is to achieve the stable ccTLD name server system world wide.

  2. Structure

    2.1 Curriculum and Course materials

    ccTLD Secretariat will gather all the available materials and propose to nameserver technical committee including curriculum for review and comment. Level of training will be divided into

    1. Introductory
    2. Advance

    2.2 Locations

    1. Regional - Location should be selected based on geographical ccTLDs. For example, in South East Asia, Bangkok is chosen due to its geographical location so that Laos, Myanmar, Cambodia, Vietnam could participate. Target audience will be most developing country ccTLD operators and staff.

      The training will be organized with regional NICs such as APNIC, RIPE, LACNIC, AfriNIC, AfNOG, APOPS, APRICOT. Frequency shall be 3 - 4 times a year. Course format will be Introductory level and will cover two days of training. Regional organizations will be in charge of the training. Possible candidates are AP Joint Secretariat, AP Outreach, CENTR, APTLD, LACTLD, AFTLD.

    2. Global - Location will be the same as ccTLD and ICANN meetings.

      Frequency will be 1 - 3 times a year depending on where is the location of ICANN meeting. Target audience will be ccTLD operators from developed countries. Course format will be Advance level and it will be two-day training. Additionally there will be a discussion on administrative issues related to IANA functions and Root Servers. ccTLD secretariat will organize the training. The purpose of this location is to give centralized training to ccTLD operators and managers who are very capable need to get up to date on new technology.

  3. Funding

    ccTLD Secretariat is responsible for the Global training, and regional organizations are responsible for the Regional trainings. Source of funding will come from

    1. Sponsorship - Campaign for funding from private companies will be done by ccTLD secretariat.
    2. World Bank - Since our purpose is to help educate most developing countries, there are available funds from World Bank and other similar organizations that we could tap into. CcTLD secretariat will send out funding proposal.
    3. Regional organizations such as AP Outreach, CENTR, APTLD, LACTLD, AFTLD
    4. Regional local hosts should subsidize for accommodations of instructors.

  4. Schedule (suggested)

    Shanghai, 25 - 26 October 2002, Global training (Advance Level)

    This is an experiment for this training. There will be a meeting to assess the outcome at the end which tentatively set to be on 29 October 2002.

    Asia Pacific, January 2003, Regional training (Introductory)

    Target audience: Thailand, Myanmar, Laos, Cambodia, Vietnam, Indonesia, Philippines, etc.

    Brazil, March 2003, Global training (Advance Level) with ccTLD/ICANN meeting

    Africa, June 2003, Regional training (Introductory)

    Europe, September 2003, Regional training (Introductory)

    Latin America, November 2003, Regional training (Introductory)

    Target audience: Brazil, Argentina, Uruguay, Chile, Cuba, etc

  5. Instructors

    For Regional training, APNIC, RIPE, LACNIC, AfriNIC, AfNOG, APOPS, APRICOT should help providing instructors within its own regions.

    For Global training, ccTLD secretariat will establish a pool of instructors from regional organizations and experts around the world.

  6. Committees and Organizations in charge

    6.1 Name Server Technical Committee will be in charge of Curriculum and Course materials. Members are Bill Manning (suggested Chair), David Conrad, John Crain, Abhisak Chulya (Secretary), YangWoo Ko, Jaap Akkerhuis, Shinta Sato, Sebastian Castro.

    6.2 Name Server Steering Committee will be in charge of Schedule. Members are

    • Africa - Yann Kwok
    • AP - Kanchana Kanchanasut
    • Europe - Willie Black
    • Latin America: Hartmut Richard Glaser
    • NA - Bernard Turcotte
    • RASSC - Jun Murai

    6.3 ccTLD Secretariat will be in charge of Funding Campaign, Global training and overall Coordinator: Abhisak Chulya

    6.4 AP Outreach and AP Joint Sec will be in charge of Regional training in Asia Pacific: Byung Kyu Kim

    6.5 CENTR will be in charge of Regional training in Europe: Kim Davies (suggested)

    6.6 LACTLD will be in charge of Regional training in Latin America: Sebastian Castro (suggested)

    6.7 AFTLD will be in charge of Regional training in Africa: Yann Kwok (suggested)

Name Server Training in Asia Pacific (AP Outreach)

  1. Introduction

    Since the ccTLD meeting in Bucharest on 24-25 June, 2002, the ccTLD Secretariat has initiated the ccTLD Name Server Training Program. In the Asia Pacific region, AP Outreach has been cooperated with the ccTLD Secretariat for the ccTLD Name Server Training.

  2. Objectives and goals

    AP Outreach program for the ccTLD Name Server Training has been set up to outreach and help those small ccTLDs in Asia Pacific area to get up to speed in operating Name Server efficiently and effectively. AP Outreach plans to invite all the experts in this area to be our speakers. It will help to educate ccTLD staffs in Asia Pacific area to operate their Name Servers in an efficient and stable manner.

    Our goal is to achieve the stable ccTLD Name Server system in the Asia Pacific area. Potential audience would be local technical staffs of ccTLDs, ISPs, and private companies who operate their own Name Servers.

  3. Structure and Plan

    3.1 Organization

    AP Outreach under the legal umbrella of Asia Pacific Joint Secretariat will be in charge of the training activity. All reports should be reported to the Board of Asia Pacific Joint Secretariat.

    3.2 Committees

    There are two committees for the ccTLD Name Server Training in Asia Pacific region.

    1. Technical Committee: YangWoo Ko (kr), Abhisak Chulya (th), Shinta Sato (jp), C.S. Chen (tw), Bill Manning (USC)

      Roles: Setting up the training materials and agenda

    2. Organizing Committee: Pensri (AP Joint Secretariat), Byung-Kyu Kim (AP Outreach), Vincent Chen (APTLD Secretariat)

      Roles: Coordinating the meeting schedules and speakers with the local organizers.

    3.3 Schedules

    (1) Pilot Phase: Regional (vn and bd) by AP Outreach

    • Sep. 11, Vietnam: one day workshop
    • Sep. 23-24, Bangladesh: two days workshop

    The results will be reported the committee and board members, and the Organizing Committee will make a plan for the next phase of the training.

    (2) Next Phases

    There will be two kind of ccTLD Name Server Trainings - "visiting" and "collective".

    • (2.1) visiting: 2-3 times/year
    • (2.2) collective: 1-2 times/year

    The detail schedules will be proposed by the Organizing Committee, and submitted to the Board of Asia Pacific Joint Secretariat.

    3.4 Funding

    The main funding source for AP Outreach will be from the member of Asia Pacific Joint Secretariat, and contributions from communities.
