Voting rules for the ccTLD Constituency Regional Election

11 September 2000

These are the rules for voting.

  1. A vote begins when the Independent Teller who is not a candidate, appointed by Administrative Committee, send a ballot.

    • A ballot consists of one or more names of candidates.
    • The ballot is secret and shall be answered via email to the Independent Teller.

  2. Each vote will be identified by a code known only to the Teller and to the sender of the vote, to whom the Teller will reply quoting the code. The voters will consequently be able to identify that their votes have been properly counted.

  3. Each of the following shall be defined as a Geographical Region:

    • Africa
    • Asia-Australia-Pacific
    • Europe
    • Latin American-Caribbean
    • North America

  4. Each ccTLD Registry is allowed one vote for a candidate from its own region.

  5. When a corresponding territory is situated between two or more regions, the voting Delegates may self-select its adherence to any but only one of them by returning the form sent out by ccTLD Secretariat or informing the Teller at least one week prior to the ballots are sent out. Otherwise, the voting Delegates will be assigned their region based on their geographical region as recorded in any standard world atlas.

  6. The voting rosters will be registered in the voting Registry with full identity prior to voting and will be available at: ../rolls. The voting registry of ccTLD Delegates is kept under the responsibility of the AdCom, and shall reflect the official ICANN/IANA whois database. In case of dispute over who is authorized to vote, the ICANN/IANA whois database prevails.

  7. The typical amount of time given to reply to a vote is one week.

  8. Any vote that is not received by the teller by the specified time will not be counted and the submitter will be informed.

  9. Candidate that receives the most votes is selected for the Global election representing that region.

  10. In the event of a tied vote, lots shall be drawn.

  11. The Teller will announce the result of the five finalists for Global Election on http://www.wwtld.org/elections/ web site.
